A car plowed into a crowd Thursday in New York’s Times Square during the bustling lunch hour. At least one person was killed and about two dozen others were injured. Here’s the latest information.

The driver is 26-year-old Richard Rojas, New York Police Commissioner James O’Neill said. Rojas had been arrested twice on suspicion of driving while intoxicated, O’Neill said. Police said they don’t think Rojas’ car was being pursued when in drove up on a sidewalk shortly before noon.

Based on preliminary information about the crash, “at this time it doesn’t appear to be terror-related,” New York City Mayor Bill de Blasio said. The driver is a US citizen, a former member of the Navy and has a criminal history, de Blasio said. De Blasio also said the number of people injured has risen to 23. One young woman was killed, he said.
