A Raleigh man is suing 3 police officers and the city of Raleigh. Charles Payne claims the police officers assaulted him following an incident at a nightclub… According to WRAL, two off duty officers mistook his cerebral palsy for being drunk. In his lawsuit he also accuses the officers of attacking him after they couldn’t get his arms behind his back to handcuff him…On top of suing the officers, Payne is also suing the city of Raleigh, the Police Department, and the owners of the nightclub…
