R&B singer Ciara recently had a brush with the infamous LAPD. Her uptight neighbors complained about her singing… loud music! I mean she does need to practice and make a living geez. Apparently, CiCi wanted a few friends to hear some advance music from her upcoming “Basic Instinct” project and decided to have a block party in the nearest parking lot.The crew turned the volume up so loud that neighbors immediately called 911 resulting in the cops showing up to silence the complaint.
